It apparently conforms to Dr. Manhattan's Official Guidelines for Policy Analysis(TM), which state that the advisability of a policy can be accurately measured by the number of heart attacks it induces among the members of any or all of the following institutions:
1) The State Department;
2) The United Nations; and
3) the New York Times' editorial board.
